These systems are pretty straightforward,  so if the engine is running there should be enough vacuum to move them
 I know this might seem trivial, but awre the hoses hooked up correctly?

I would pull the switch-should take about 5 minutes. You’ll be way ahead by removing the left.

Tom,
There are at least 12 different places that noise can be coming from. However, if you can hear it while inside the car and not outside, I would suspect the headlight switch has a hose that has split. Easy fix. Same with all the other hoses.
Do he doors open and close ok?
Is one slower than the other?

Definitely have it rebuilt or replace it and put it to the side. Replacing it is quicker.
I’ve never used their service, but they rebuild.
