Steve, John Z stated that the tape was for a water test on the Fisher Body side before the body came through to the Chevrolet side.  Therefore it was a Fisher Body operation and would not appear in the 69 AIM.  Hope this helps.

That is correct, would not be in the AIM.
The tape in question here, you may have seen it holding the paper door water shields in place ? It was a very thin and cheap paper tape, I dought if it was anything like gaffers tape Charley. I have also found bits of it on the heater box to hold the sponge seal it place that is around the heater core outlet tubes.

Yes gaffers tape is too thick. Here is some tape still on the rear shock hole and it is barely thicker than paper. Notice it has a sheen to it.

I see there is a pic there labelled as a 69.. (Thanks M22Mike) ..but the 69 AIM (UPC 1-D1) makes no mention of the tape in it's illustration or components list.
Are we sure it's also a 69 detail?  :)

The tape used to seal that hole for water test was a Fisher Body item, so it wouldn't appear in the Assembly Manual.

Thanks Guys.
It was Chick's 3rd post in this thread with what looks like an AIM page with tape wrapping the bushings that had me confused. I thought that was the tape in question.
Anyway, I (also?) assumed it's purpose was to hold the bushings during assembly -post Fisher. ..and didn't thoroughly read the following posts. :)

That picture Steve came with a Quanta 68 marking kit and was noted as "Technical Bullentin #69". They have several (8 or 9) of these "Technical Bullentin" numbered forms and many of them are confirmed with what I have found on our car and read what others have found. Have no idea to how correct or not on this particular bullentin #69.
