Cowl Tag Looks Odd?

I am looking at a very clean 1969 camaro to buy, yet the cowl tag is alerting to me, it is missing the following at the bottom. It makes me leary! Build date is 01C (January 3rd week)

          GENERAL MOTORS CORPORATION

     CERTIFIES TO THE DEALER THAT THIS VEHICLE

 CONFORMS TO ALL U.S. FEDERAL MOTOR VEHICLE SAFETY

    STANDARDS APPLICABLE AT TIME OF MANUFACTURE

I have observed that omission on cars built at Norwood for European export.

Does the tag have a slot on one edge?
Learning more and more about less and less...

I tried to attach a pic, too large...it has a slot and I am told the car was sent to Europe actually

The date on the cowl tag is 01C...I am told thie following numbers are on the motor...do these date code numbers show the motor was built January 16th to 18th range of 1969, and is that too close to the cowl tag date?

Title in London in April of 69.
Car was restored in 06.

Yes, the #'s look good. If you get a pic of the engine pad, I'd be interested in it.

My thought is for casting date and vehicle production dates these are too close together?
