Need help decoding this cowl tag

Hi, I am thinking this car is a z-28 and I know after doing so much reading LOS tag can be very frustrating to decode. Also the W 3L . The 3 is a mystery to me. This car has a 12 bolt and it was a 4 speed muncie car according to the speedo cable being on the right side of the master cylinder. The car has multi leafs which I thought they never put in any 67 car . I think this car being a mid year car makes it all that much harder. Thanks everyone.

NOT a Z28.

What is the partial VIN on the Muncie? It’s either on the side or on the top of the main case.

How does the axle date compare to the tag (axle stamped info is on the front edge of the passenger side axle tube).

There is no trans. I will have the vin # in about a hour or so. Did any 67 Camaros have multi leaf springs ?

Not a Z28. It would have a 4L on the trim tag.
Looks like it was originally a 327 210 h.p. car, or, a 327 275 h.p. car at best.

From the CRG 1967 cowl tag decoding link -

"The very first 1967 Z28's and L78's were also coded 4P; the 4L and 4K codes were then used on the remainder of 1967 Z28 and L78 production.

The lack of a 4P, 4L, 4N, or 4K code indicates the car originally had a 327 (assuming the car had a V8, as indicated by the VIN). The only exception is the early SS350's noted above."

Applies to both Los Angeles and Norwood if I read it correctly -

It's a blue on blue 327 car with tinted wind shield and rally sport option. Not much else.
Muncie and 12 bolt are not original.
Not sure what you saw that led you to believe it was a Z/28?
