Could be that LOS tags are easier to build a fake with. Since they had a multi model line the numbers are harder to check. Plus in 69 no X codes so you fake whatever.

LOS cars may have had a higher survival rate than NOR/rust belt as well, bringing the numbers a little bit closer to parity today.  And then there's perception versus reality.
