header and trunk emblems

on a 68 rsss l35 car should it have a camaro emblem 3916654 on the front header panel? my car has a repaint and i think the fools replaced the factory header panel. but the emblem is on the deck lid where it is supposed to be.

Look at 68 AIM  UPC 11-13 A5 it shows correct placement of emblem on header panel.
