Wipers won't turn off

OK the weirdest thing. I turned on the wipers, they work slow and fast. But when i turn them off they go back into high speed and won't go off unless i disconnect the power. I changed the switch in the dash already. When I jump it under the hood to test the motor it does the same thing. Thoughts? short in the motor ? re ground the motor ?
Thanks in advance.

Did you pull the connector off at the motor?  I've had those plastic retainers crack in the middle and the wires touch each other and they won't change speeds at all.  Don't know if that could do what you're talking about, but worth a look.  Almost everything on these cars can go wrong if a ground isn't good.

Make sure all of the wires are connected - there is a single connection below the main connector on the left side of the motor - if it's loose or unplugged, the motor will keep running. Simple to overlook -
