1969 Reproduction Front Lower Valance Parking Light Fitment

I have a reproduction front lower valance for my 69.  When I installed the front light assemblies, the lenses stick way out from the panel.  I removed the gasket, which gained a little room, but they still seem to stick out too far.  I ended up drilling out the spot welds on the bracket, and re-welding it further back.  Am I the only one that has encountered this problem?
