What software or which website do you guys use to do this?

Irfanview is easy.  It works well and is a free download.  Kurt suggested it, and I've never had a problem with it.
Ligt Image Resizer is what John recommends.

if you are a mac user you use a screen shot and then go to tools and resize it pretty easy. It will let you play with the image and KB
