Shackle color

Tonight I started cleaning the rear suspension components on my '68. After I scraped off all the crud and rust and undercoating on a spring shackle, it appeared to have been natural steel with no protective coating at all. What's right? I've seen them zinc-plated, but never natural metal. Help!!!

Yes, I have a assembly line photo of the rear ends being assembled and the shackles are all black....
