'68 rear wheel cylinders

Tonight as I was soft-cleaning a wheel cylinder I came across this white paint. The brake backing plate had the same color around the mounting hole, as if the cylinder had been installed with the paint wet. Is this paint or some sort of sealer? I hate to be a pain, but this thing just keeps raising questions as I roll the years back. Thanks.
