Yes. See the Assembly Manual, UPC 14, sheet B2.

Well they were supposed to but early in production they shipped some cars without them.

Here is a copy of a sheet that came with a set of NOS rear guards.

There was also a notice sent to the dealers advising them that the early missing guards would be shipped and they needed to install them.
