Was the sun visor paper display - Guide to the New Ignition Lock System used throughout the model year? Or only on the early cars?

Safe to assume it was. 1st year for the modern locking column.

Someone did a deep dive on it and came up with at least three versions of the sleeve.
Learning more and more about less and less...
