Decode 08 9 V on a CE stamped block

Does 08 9 V on the machined surface on the bottom of the passenger side back corner indicate a Flint assembly date on a CE block?
The block is a 3970010 with a casting date of G 28 9

Aug 1969 Assembly Date which does align with the casting date of July 28th 1969 Casting date.

not 100%sure  but it looks like CE0 if I am right it was 1970.  The rest I just dont know.

My CE block in my 68Z  is CE9B  9 for 69, and I read  the B was for short block.

Per GM's letter, the 'B' represents the 3rd time thru the sequence numbers for that year's CE blocks... ie.   after the first pass, it goes to A..., then B...
