Endura bumper guards?

I don't think I've ever seen a Z/28 with front bumper guards when it came with the eudura bumper option.  Wouldn't guards have been required because of the bumper height mandate for the Z/28's?

Front bumper guards weren't available with the Endura bumper and the Z28 only had rear bumper guards as mandatory equipment.
