turn the key on. turn the wipers on. take a rubber mallet and rap on the wiper motor. it will probably start working. brushes stuck.

could be a bad fuel pump.
On other cars I am more familiar with the fuel pump or vacuum pump ROD gets cupped from not turning properly and thumps. If you remove the rod and grind the end flat it fixes it. I don't have near as much experience with Chevys as I do with some others. DO Chevys ever do that?

i have not seen that condition in a Chevy but a bad pump itself will sound like the noise in the video. could be other things too, of course.

on the 396 12.5:1 pistons; i assume the 3917147 would be std. bore.
any guess on what the others are?
3916150 = +.030?
3916152 = +.040?
3916154 = +.060?

i have compared the 3871276 fan to others and it appears to have more blade pitch than the others- thus requiring a 'heavy duty' fan clutch- thus the larger bolt mount pattern and larger center hole.
Hayden heavy duty fan clutches have the larger hole/bolt pattern; standard duty clutches have small hole/bolt pattern.
