Are there suppose to be some shims between alternator bracket and water pump and on the intake manofold on a 327 1968 no A.I.R. no a/c (n40)?
It does not show any in AIM p.79 but I want to put back original exhaust manifold with alternator bracket but it does not line up with pulleys  Huh
picture anyone?

I have the same setup on my '68 350.  No a.i.r. and no a/c.  No, there aren't any shims.    The lower bracket attaches to the exhaust manifold.  Are you sure you have the correct water pump and pulleys?  I can't post a pic but the picture in the AIM p 79 is exactly what mine looks like.
