Check your hoses first, underhood and under the dash at the headlight switch. If the hoses are old, look for splits at the fittings and the filters - vacuum leaks are no bueno to maintaining the system functionality. I assume you've tried the valve on the reservoir for manual operation. Reproduction hoses are no real blessing, either - not usually as durable a compound as the originals, they'll dry out fairly quickly. Failing in finding vacuum leaks, look to the actuators for integrity - originals are getting long in the tooth, might need replacing. hopefully you'll spot the problem (my last malfuction was a split hose at the inline filter near the firewall, underneath the fitting where you couldn't see it).
These things are notorious for not operating correctly when you need them - always a challenge. Good luck and let us know how you make out -
