1968 horn cap install

Hello

I’m in need of a little guidance. I can’t seem to figure out how to install the horn cap on the steering  a standard column with a three spoke comfort grip wheel. Am I missing anything or did I install something incorrectly?
I reviewed the assembly manual and it does not show the horn cap installation. I’ll post pics as soon as I can convert file types.

I know if you use the wrong screws to hold the horn contact, it won't snap on. Is that the issue?.....Joe

I'm not sure. I used what came in the kit. Let me know what you think of these images.

Does anyone know which way the rubber piece faces? There is a groove on one side of the in side surface. Does that face to the horn contact or the cap? I ask because it fits both.

Also are the screw heads too big for the horn contact? They interfere with the rubber piece no matter which direction I try to install it.

Basically I can get the cap on but the horn won’t work because there isn’t enough travel left.

Thoughts? This is super frustrating that I can build a whole car and get stuck on this. The assembly drawings are terrible and don’t show this step.

If that's the cap that came in the "kit", send it back!! It's the wrong cap! That cap's for the STANDARD steering wheel as shown in THIS PICTURE. You need the wood grain/cushioned rim steering wheel cap as shown in THIS PICTURE.
