A 69 Camaro could be ordered without head rests; option AR1 335 built. But they were a FMVSS requirement as of January 1, 1969. Your car was built August, 1969. Any chance it was originally delivered outside the US? Canada?

I have been involved with '69s for 42 years and have never seen a Z prefix interior code. Always something new to learn!

I was told the owner removed them but I don't know maybe it came from factory with no headrests ?

I agree that the owner probably removed the headrests.
Just a typo. I've seen another 69 that had an X before the interior code.
I'd be curious to see the POP.   Can you email it to me?

Yes, I can email the POP.

Also have the bill of sale from the original dealership in MO and where the buyer traded in two other cars.

That would eliminate the Canada scenario.

I'm going to say the owner removed the headrests as I was told, but no clue on the Z before trim code.

As I said above, it's just a typo on the trim tag. We see them every now and again.
