1968 Camaro SS Z21 option

Just bought a 68 Camaro SS coupe. It was originally a 350 HP 396, 4 speed car, LeMans Blue with white stripe and black vinyl top. It was built the 5th week of July of 68 making it one of the last 68 cars built.
I bought it from a friend who bought it in February of 1970. I have known the car since he bought it.
My question has to do with the Z21 option. The car has the bright work along the drip rail and the rocker panel moulding but no other evidence of Z21.
 Would it be uncommon for an SS car to not be ordered with the Z21 option? The front fenders are drilled for mouldings but they were not on the car when purchased in 1970. The rear wheel wells do not seem to be drilled for mouldings but are a bit mangled so is hard to tell. No bright work along the belt line or holes for same either.  Comments would be appreciated.
