How was the vin tag attached to the dash from the factory?

Thanks.  Made this purchase back in March (some of you may remember from an earlier post).  Finally getting time to go through it again and stumbled upon these screws holding the vin in and didnt think this looked right.  Not quite sure what happened here.

Yes, but the VIN tag, engine and transmission could be from another '69.  Do the two hidden partial VINs on the cowl and firewall match the dash VIN?
