In a 69 trunk, where the floor meets in inner quarter panel there is a appox 1/2" gap was that always like that or does seam filler go there before spraying the trunk floor?

It is open.

That is one reason so many quarters rust.  Debris gets down there and collects moisure.

When I replaced my drop off on the drivers side I found:

3 drill bits
2 pieces of sandpaper
assorted wood and sheet metal screws
unidentifiable papers
muck and dirt (just enough to hold moisture.

GM probably should have put a big flap down there to allow exit, similar to what is on the back inside edge of the rockers.  Instead, there is a little tiny slit under the body plug.

No,  I'm more of an authentic type of guy than a customizer.   We carry a plastic tote box in the trunk for small items and keep it in the middle of the trunk, in the area that is lower than the side panels.   In this way we keep things from rolling around or falling down the side gaps.
