Neither.  I got really lucky and followed a hunch I had.  I found another site (pay for a 5 year service) and it queries state databases.  Seems like some states' laws are different and, for example, I ran the VIN of my current truck, and no data came up at all.  The truck has spent its entire life in Alabama, so Alabama must have a more strict privacy law than others.  When I queried the Camaro VIN, it gave me the full details of the guy I sold it to in Wisconsin  - address, plate number, etc., as well as the information for the guy I bought it from in Mississippi, but none of my info, and no information for SC.  On a hunch, I checked to see if there was the same name person in SC, and sure enough, the guy I sold it to still has the car and has moved from WI to SC.  Found his contact information in the white pages.
