No.  If the first "8" was a "3" it then would be one of the block casting numbers used for a '69 Camaro.

Paul....any idea what it belongs to?  I have been searching every where this mental midget can and I can't find this casting number anywhere.  It has the four bolt mains along with the angled bolts.

Not a clue.  My guess is if the block casting date is 1-11-69 as you state it is a 3956618 casting with a sloppy "3".  Is there an engine assemble code or partial VIN stamped on the engine pad?

I agree with Paul. I've seen blocks this way. You would swear it is an 8 but it is definitely a 3.

It has the four bolt mains along with the angled bolts.

Angled bolts indicates an aftermarket machine shop conversion from 2-bolt mains to 4-bolt mains; the added six bolts in a factory 4-bolt setup are vertical. The casting number is 3956618.
