trunk spatter painted before or after the balast weights installed

On a 67, was the trunk spatter painted before or after the convertible balast weights were installed? Is it possible that in 67 some convertible trunks were spatter painted grey/white instead of aqua/black? Mine looks like it has original spatter paint and it seems too light to be aqua/black. Thanks for any responses.

Before.
But the ballasts were also splattered (they must have been hung in the trunk and then installed).
