Partial vin stamps on transmissions

Any idea why, in 1969 some of the partials read "19N" followed by the last 6 vin digits and some read "9N" followed by the last 6?   Any rhyme or reason?  Any particular trend?

Norwood vs Van Nuys?? Just a guess, sorry for no proof or concrete evidence.

Most are 19N

Which examples do you have of being different? Is the 1 just stamped very faintly?
