It certainly could be a 3 but I think I see what appears as to be the legs connecting to the left side of the arches.  It could also be a "2".  Very hard to read.

Updated previous post to reflect the potential vins.

After inspection it has been determined to be a "2".

The third digit could only be 0 through 4 as there is no 485xxx.

The only reason I left the 485xxx on the list was of it maybe being a potential factory mis-stamp.  Wasn't going to rule anything out.

And I believe there is at least one factory restamped MO engine out there with a VIN higher than the highest production VIN. I can not remember exactly what it was, but I think it was for sale a few years ago in the northeast, maybe CT.
