Norwood Cowl Tag 04L or 04B or?

Is the 04L and known error on a Norwood Cowl Tag?
Or is it my greybeard eyes and it is 04B and just difficult to read

04L is a known tag feature, limited number of cars around late April/early May timeframe.
Been discussed as a possible error before, but IIRC nobody knows why it appeared for a short period in NOR production.

I believe 4L is used in place of 4D. VIN range 636xxx -637xxx.
