Can anyone tell me the power and torque abilities of the M21 and M22  Would either handle a big block ?

They will handle it fine.  I used to run an M22 and M20 in my 3700 lb Chevelle when it had a 427 in it.  Car ran in the mid to low 11s back then.  There was breakage about once a year but this was with slicks.  On the street they will be fine.  When you run big tires that don't spin with about 400-500 horsepower, then it's Jerico time.
