power steering problem

Hi , i have a fast ratio steering box and my steering wheel do not turn when the car don't move , when i move forward a little , it turn freely . is there 2 difference pump , one for the fast ratio and one for the wide ratio? Everything is new , the pump and the steering box and the hoses....?

maybe there is air in the lines. there is only one pump.
