Partial Vin on Cowl and Heater box

Did all partial Vin on the body for Norwood cars start with a 1? The ones I found on the cowl and behind the heater box start with the number 9 and then followed by the letter N and the rest of the numbers match the Vin on the Dash Pad. I also checked a well documenter 69 SS with Protecto Plate and build sheet and the partial vin started with a 9 followed by the letter L (Van Nuys Car) and the rest of the numbers match the vin on the dash.
