'68 Convertible "Cocktail Shakers"

Can anyone tell me if the left front "Shaker" needs to be removed in order to remove the outer bumper bracket, my bumper bracket appears not to have the same bend in it where the rubber grommet goes thru like the right one does, more of a flat surface, not sure if that will be a issue with installation of the bumper or not!
