Fan Shroud Bracket

I picked up an original fan shroud bracket a while ago.  I just painted it and noticed it has a hole in it half way from the ends on the flat part of the bracket.  Is there some application for this or did somebody just drill a hole in a good bracket?

 The top bracket? I checked my 67 and there is no hole other than the captive nut. I'm assuming you mean the top bracket.
