Parts missing from factory

When I purchased the 67 Camaro I have I noticed that the Deluxe door panel handle cups had the 2 chrome screws missing on both sides. Closer inspection reveled that the cup brackets were also missing. Pulled the door panels after I purchased repop brackets and low and behold the brackets were never installed from the start. Punched holes were never threaded into and original water barriers had no holes or marks.
Also the 2 dimples farther back under the arm rest section  have never been punched out for screws and no hole in door frame for them.
Anyone else see this or was it just a bad day at work for someone.

My 68 Camaro was (and still is) missing the screws holding the dash pad to the dash sheet metal in the area above the glove box.
