Just found out what the M stands for so I think all I need is the 4. I think this would be the name of the plant

It's probably the Motor Wheel plant location; their headquarters plant was in Lansing, Michigan.

I'd say at least a week; Motor Wheel had to stamp them, weld them, paint them, and ship them; those wheels weren't painted at the assembly plant.
