67 upper dash panel mounting

Can anyone tell me how the upper dash panel on a 67 Camaro is installed? Reason I ask, on the passenger side above the upper hinge and just below the front fender (inner) there is a bolt with 3 washer on it. I tried to tighten it up but it goes so far and then doesn't grab anything. I have developed a "squeak" behind the glove box and was trying to figure out if this bolt had anything to do with it. There is nothing on the drivers side so I am not sure what this bolt does. It "appears" to have something to do with the dash but I am not sure.
