Is a 67's rear seat shelf suppose to be vinyl on top?

Just bought a reproduction rear shelf from CI which has vinyl on the topside.  The one I have on now is just a black cardboard/fiberboard type of material, no vinyl.  Anyone know which is correct?  My car was built in Jan if that matters...

Colored fiberboard is correct.
