69 Gauge Cluster

Soon I will be putting the interior, gauges, wiring harnesses, etc back in my car. Would it best to attach the wiring harness to the cluster, put all the bulbs in the cluster before trying to put the cluster back in the dash? As opposed to putting the cluster in the dash then attaching the harness.

Perfect....it has been a year in a half since I took it out and that is the way I thought I remembered it coming out but just wanted to make sure.
