Need Help Identifying This Bracket

Need help identifying this bracket and it's function on the right side inner fender of a 1969 RS/SS that I'm restoring. It came on the car and it appears origninal. Thanks for taking a look.

Isn't that where the washer bottle bracket goes on an RS?

It may happen to fit those two holes, but it doesn't belong there. The washer bottle bracket use all three of the holes.

Update - there were more than the three RS bottle bracket holes in the area. Looks like someone previously added them and used this bracket for who knows what. I welded up the extra drilled holes (you could tell they weren't punched holes from the factory) and got the correct RS bottle bracket, so all is good. Thanks for the responses.
