Yes Jeff you are correct . I will post another pic of the orig owner  07B five rivet small fan to. We think these parts came on the later L78s.  Jerry M has paper work from GM  that calls out for the big  clutch  for L78s but for sure not every car got it.  I believe the 04B 4Pcar  has the big fan.

Here is the orig owner 07B small fan

Thanks to this thread I've been able to confirm the correct part needed for my 67 L78 and got my hands one one. What a big difference between the L78 and Z28 Pulley.

If your L78 was built in La its a good chance that pulley is incorrect. Found three original La built l78s with a dual belt pulleys . Have photos to prove it.

The dual pulley on the La built L78s has nothing to do with the smog system on the Ca sold cars.

His is a NOR car. And yes that has been discussed previously on either here or sYc.  It is a interesting topic regarding the double pulley.  Still have yet to determine the reasoning unless new information has come to light.

i know  Larry C.  has talked  about  cars having the double pulley. There are around 5 survivor cars in the reg. and all have the 100 pulley. I believe they are all norwood cars

I have received photos of my original L78 04D engine as pulled in the late 60's early 70's by the original owner. The pulley is definitely a 3844100. However it does NOT have a stamp but as previously discussed, later NOR cars appear to have a stamp. I include this data to prove early NOR L78 cars also used the 3844100 as illustrated in the AIM.
