Decoding/Numbers / 69' 302 CE numbers

Hi Everyone,

Anybody know what 16347 stamped in an 010 CE block under the starter flange and on each end of my original 186 heads decodes? The pad is stamped CE9B46015 and the date code looks like I 27 9.
