I updated all my dash/instrument bulbs with Green/Red/Blue LEDs for the various locations/indicators when I replaced my dash wiring harness. 
They are much brighter than stock.
I just selected the LEDs recommended on SuperBrightLEDs.com for our application (69 Camaro).
They recommend using the colored LEDs and not white.
Easy peasy.

I would start by replacing the under dash wire harness, if you haven't already done that.
If that wiring is FUBAR'ed with all kinds of splices and cut wires like mine was, you will be chasing issues
like that for a long time.... Been there, done that.

I found a front bumper for a 1969 on Craigslist...
Seller claims it's OEM... How can I verify that statement?
Any stampings to look for?
