were any 69 Camaros built with a starting VIN production number 1. Such as 123379N116505 ? I've always heard that they started with a 5 or above on the 8th digit ?

The first number after the assembly plant code of '69 VIN is 5. Read about it here.

All US-built Camaros started with a 5, 6, or 7 after the plant code.
