Pulled down a friend's original '69 Z/28 carb today to find a 6.5 power valve in the secondaries metering block (with #72 jets).
I've never seen a secondary power valve in any 4150 model to date.
Is this original?

Holley doesn't make a 2ndary power valve on anything aftermarket.

The car has it's original 4053 dz carb, not an aftermarket retro fit.

Production 4053's had a secondary power valve.
