Title: engine vin stamping?

why does the vin on the engine pad start out like 18n479630 and the dash vin says 124378n479630? how did the 7 get changed to a 1 on the engine

It didn't. 12437 is the Chevrolet code for a Camaro coupe (12467 is Camaro Convertible), 8 is for 1968 model year.  On the engine, the 1 code just means GM, (sometimes means Chevrolet depending on the year),  the 8 means 68 model year.  There was no need to stamp the whole cars VIN on the block.
