Title: Different cowl/vin tags

I bought a very solid 69 project car. The title and dash vin tag show it being a 12337 Norwood coupe. the same vin is stamped under the cowl vent panel. However,the cowl tag shows it being a 12437 Hugger Orange, Black Vinyl top car. The cowl tag appears to be original. Is it possible that this car was changed on the assembly line to V-8 car ?? If anyone has heard of this please let me know. Thank You.

The vin and cowl have two different meanings.
