I have this space saver tire on a rim with the following code : K36 11 (stem) 19 RL

any thoughts to what its from?

It was made by Kelsey-Hayes at their Philadelphia plant in November of 1966 (or '76), but I don't know what the "RL" usage code was. Is it the collapsed space-saver that needs an inflator, or just a skinny temporary spare?
