Joe, all the original ones I have seen have been galvanized.

I found it VERY difficult to find a source for a "Restoration" finish matching the Galv appearance, So I resorted to Brite Zone as an acceptable alternative. Also seen them both Stamped and unstamped w/ date
And they are installed dome up, not down like many cars that roll into my shop.

Original cars have been observed with both dome up and dome down.

Of the four 67's and one 69 that I have owned, all the "domes" were down. All LOS cars FWIW.
My 1968 LA car, they're facing up. I've never had them out of the car....Joe
69 12C plugs original and down.
It makes perfect sense why they should face dome up.

Both my 1 owner (then me) never touched 1969 Norwood 09c and 32k 01D Van Nuys Z28s are all dome up, on all 6.

Yeah, I ran into the same problem trying to match that original galvanized look. I ended up using CRC Zinc‑It Instant Cold Galvanize on mine. It comes in a spray can, it's easy to use, and it's held up great.

Decided to do some research. I only have pics of these plugs from one of my cars. Seeing this makes me wonder about the other cars I have owned. It's just as likely they were all like this one.
