I am working on a January 1969 Z, and I found this plug-in out of the wiring harness near the horn relay. My other Z does not have this. This harness could be tampered with so maybe it belongs somewhere else and that's just where it ended up. It's sort of looks like the one on the brake block, but it is there.
What color is the wire?
could possibly be half of an inline fuse connector. see if a fuse fits in it.
if it does, then look to see if hood had a light.
not sure why it would have been in the harness though.

Wire is black. I wondered about a fuse holder also. Then that odd clip on the wire
I will ask someone that might know.
if this wire is separate and not wrapped in the harness, then most likely the hood light.
the clip would attach to the fender lip support.
this female end would attach to the red on the horn relay
then there would be a male end that that went to the light.
horn relay to female, then fuse, then male end which connects to under hood light
depending on the installer, there could be 1 or 2 clips on the fender, one on each side of the fuse.

I am pretty sure it is for a light. Found some on ebay and wire and clip the same. Probably unhooked when someone put a silly cowl hood on this car! Thanks guys
